Victoria & Vancouver Island
Software development in Victoria, specified on site.
Victoria is where the BC public service runs, and Vancouver Island is where the coastal mills are. Both are places where the real requirements live in how people actually work — in a procurement process, or on a yard — and neither gives them up over a video call.
So we come over. Elarion is based in downtown Vancouver, thirty-five minutes from the Inner Harbour. Discovery happens on site in Victoria or up-Island; the build runs remotely, led by the analyst who sat in the room.
Who comes to us in Victoria
Six kinds of buyer, each with a page that goes further.
Ministries, Crown corporations and agencies
Requirements analysis, functional design documents and RFP specifications that vendors can quote consistently, that survive procurement review, and that a board or executive can approve. Written by an analyst who has worked inside BC public bodies rather than only sold to them.
Island mills and manufacturers
Order validation, inventory and tally, reporting off Crystal, and the integrations between LumberTrack, finance and everything that grew up around them. The analysis happens at the mill, because that is where the workarounds are visible.
Transit and field operations
Dispatch, scheduling, crews, fleet maintenance and work orders — the systems that keep vehicles and people moving, and the payroll and billing hand-off at the end of the day.
Law firms and regulated practices
Case management, document workflows and AI that answers from your own sources, with audit trails, retention rules and Canadian privacy law designed in rather than retrofitted.
Operations leaders on the Island
The business runs on spreadsheets and SaaS tools that do not quite fit. We build custom operations software around how the work is actually done, usually integrated with the ERP rather than replacing it.
Executives with a build in trouble
A vendor that did not deliver, an inherited codebase, a project over budget or past its date. A fixed-fee code audit and assessment comes first; the options and the decision come after.
Getting to you
The practical reason an analysis-led shop can work in Victoria properly: it is close enough that being there is normal.
- Harbour to harbour
- A floatplane from downtown Vancouver to Victoria’s Inner Harbour takes about thirty-five minutes, which puts a morning of process walk-throughs and an afternoon back at the desk inside one day.
- By ferry
- Tsawwassen to Swartz Bay when there is equipment, a vehicle or a second site to see — and for the mill and depot visits that are not downtown.
- Up-Island
- Nanaimo, Duke Point, Ladysmith, Cowichan Bay, Campbell River and Port McNeill. Mills and yards are not in the capital, and discovery goes where the work is.
- What it costs you
- Travel for discovery is agreed up front as part of the scope, so it is a line you approved rather than a surprise on an invoice.
What happens on site
- Process walk-throughs
- Watching the work done where it is done — the counter, the yard, the dock, the back office — because the workarounds nobody mentions in a meeting are visible on the floor.
- Stakeholder workshops
- The people who do the work and the people who approve the budget in the same room, so disagreements surface while they are still cheap to settle.
- Specification walk-backs
- The finished specification taken back to the people it describes, and agreed in person before anything is built.
- Handover and training
- Training delivered where the system will be used, to the people who will use it.
Where we have worked in Victoria and on the Island
Roles held by our lead analyst — career history rather than an Elarion client list, and the distinction matters. Each sector links to what we do in it now.
- The BC public service
- BC Pension Corporation · BC TransitBoth headquartered in Victoria. Enterprise automation and a CRM migration at the pension corporation; platform upgrades, payroll and reporting migration, and fleet maintenance and work orders in transit.
- Island forest products
- Western Forest Products · CanforCoastal forest products operations run from Vancouver Island. LumberTrack and Dynamics 365 across multiple mills, JD Edwards supply chain enhancements, and governed AI pilots.
- Wider public bodies
- First Nations Health Authority · BC Liquor Distribution Branch · University of British ColumbiaA province-wide supply chain transformation, a Workday–Planon integration, and requirements work inside health, distribution and post-secondary governance.
Public-sector rules, designed in
Public bodies
BC public bodies work under the Freedom of Information and Protection of Privacy Act. Collection limits, retention, disclosure and audit go into the specification, written so your privacy office can review them rather than reverse-engineer them.
Privacy impact assessments
A new system or a material change to one needs a PIA. A specification that already names what personal information is collected, why, where it goes and how long it is kept makes that assessment a review instead of an investigation.
Private organisations
British Columbia’s Personal Information Protection Act governs most private-sector work in the province, with PIPEDA applying to federally regulated and cross-border activity. Hosting region, retention and access are decided in the specification rather than left to a default.

Questions buyers ask
- Do you have an office in Victoria?
- No. Elarion is based in downtown Vancouver and works in Victoria on site. Discovery happens at your office, mill or depot; the build runs remotely, led by the analyst who sat in the room. If you want a local supplier with a Victoria address, we are not it, and we will say so on the first call.
- How often can you be on site?
- As often as the work needs. For analysis-led engagements, on-site discovery is the default rather than an upgrade — Victoria is a thirty-five-minute flight from our base, which makes a day on site ordinary instead of an event.
- Have you worked inside BC public bodies?
- Yes. Our lead analyst has held in-house and contract business analysis roles at a provincial pension corporation and a provincial transit authority, both headquartered in Victoria, as well as a health authority, a provincial distributor and a university. That is career history rather than an Elarion client list, and the two are worth keeping apart.
- Can you write a specification our procurement office can put out to tender?
- That is one of the things we sell on its own. A functional design document and RFP specification written so that several vendors quote the same scope, with the acceptance criteria and test conditions already in it — which is what makes the quotes comparable.
- Do you work with Vancouver Island mills?
- Yes. The forest products work behind our LumberTrack practice was done across coastal operations, including Island sites — order management, inventory and tally, logistics, invoicing and reporting.
- What time zone do you work in?
- Pacific Time, the same as you.
